I guess the best way to address your question is share what happens in CA. The state spends over $500 million in after school tutoring for struggling students. The school districts administrate it. Parents choose from a list of private tutors (individuals and companies). The districts pay the tutors the rate they the tutor set; the parents don't pay. The students normally get tutoring weekly.
