The RS Compliance Manager (RSCMGR) comes in three versions depending on the beneficiary institution:

THE PROBLEM

SMALL BUSINESSES MAKE UP LESS THAN 30% OF THE GOVERNMENT’S CONTRACTING BUDGET

Less than 30% of the government’s contracting budget is spent on small businesses[8]and typically less than 10% goes to small disadvantaged businesses (Black-owned, Latino-owned, and other minority-owned).[9]Our research shows that in 2021, approximately 90% of the federal contract spend went to fewer than 3,800 suppliers. Hence, most small businesses are not able to take advantage of more than half a trillion of contract dollars each year even though small businesses employ 48.75% of the workforce in the United States.[10][11]

This lack of inclusion for small and diverse suppliers stems from a few reasons. Small businesses perceive the public sector contracting process as complex and difficult. Government contracts have too many bureaucratic requirements; the application and implementation processes are complicated and require significant effort.[12]Government agencies, also, prefer to work with contractors that they already have a working relationship with.

Small businesses that would normally not be inclined to apply for government contracts will be able to take advantage of the federal government’s contracting budget by utilizing this easy-to-use management and tracking software. Our solution demystifies the contracting process for small businesses as it simplifies the bureaucratic requirements and complex application processes. It also eases the workload for government contracting personnel as it enables them to efficiently manage contract volumes and facilitates oversight of compliance procedures.

Three versions of the RS Compliance Manager have been customized specifically for each beneficiary group (government contracting personnel, small business advocacy groups, and small business owners) allowing for each group’s specific needs to be addressed during the user interface.

Users will pay the following fees:

Government agencies: subscription fee based on number of users monthly or annually
Small business advocacy groups: subscription fee based on users monthly or annually
Small business owners: Small businesses will be able to use our software solution for FREE but will be charged a 2% fee of the revenue obtained as a result of contracts or grants awarded after using the RS Compliance Manager.

OUR ASK

With this crowdfunding campaign, we are seeking to raise $150,000 in order to provide our software to thirty-six small suppliers, two government agencies, and four small business advocates. The funds will be used for marketing and sales support fees, and operating expenses.
