Yes. However, non-U.S. companies will not be able to fundraise on Wefunder.

I am a fractional CFO of several early stage ventures. Is it permissible to list your venture on multiple sites simultaneously?

You could potentially list a venture on multiple sites at once, but by law you can only receive money once your round is completely subscribed. By posting on several different sites you fragment your potential investors and run the risk of not collecting money if your round on one or more sites do not fully subscribe.
