Private LTE/5G networks utilize shared and unlicensed spectrum over LTE/5G technology to deliver broadband connectivity. Until 2015, if you wanted to build an LTE network, you would have needed access to extremely expensive spectrum to even think about it. The 2010 National Broadband Plan issued by the FCC, a directive aimed at freeing up 500 MHz of spectrum,changed that. The execution of that directive freed up 150 MHz of spectrum in the 3.5 MHz range that the US Military was under utilizing, this spectrum became the Citizen's Broadband Radio Service.
CBRS spectrum utilizes a three tiered shared spectrum scheme, Incumbent, Priority and General Authorized Access, are the tiers. Incumbents (Military/Government) having the highest and most prioritized access to the spectrum, can access the spectrum at any time, without regard to who may be using the band. The next tier is Priority Access License, or PAL and allows exclusive use of 10-40 MHz of spectrum by purchase of a PAL from the FCC or third party. General Authorized Access or GAA is the lowest tier and is what is regarded as "lightly licensed", 80 MHz of spectrum is always accessible for GAA. A Spectrum Access Server or SAS, coordinates usage of the spectrum. If no one is using the spectrum, the entirety of the band, 150 MHz is available, on a county by county basis.

2. Build a Fiber Optic Transport Network to supply Points of Presence (POPs) with connectivity back to the Data Center/NOC. Expand network offers and sell excess network capacity.
3. Expand the Apex Broadband Network into a Converged Service Network for FTTX service, Private FWA/LTE/5G offerings, and a Data/Colocation Center based facility.
Apex Broadband has entered a NDA with a Tier 1 provider for access to Transport Services at wholesale rates over multiple wide geographic areas, and secured a SBA approved Gap Lending partner.
The continuing evolution of wireless networks gives Apex Broadband the opportunity to compete with other broadband providers, especially in rural areas. Fixed wireless is a proven technology, with some of the largest ISPs in America being Wireless ISPs.
