Rwanda has a PPP law which outlines all of the steps and requirements for a large project like this, so this is the process we are following. The basic steps are (in order): company and project introduction; pre-feasibility study; feasibility study; study approval; project negotiation; project approval. We submitted a pre-feasibility study that outlined the basic proposal for the Kigali PRT system (and identified the approximate $1.3B cost) and we prepared a detailed financial pro forma to demonstrate the profit potential. These have been accepted/approved, along with Terms of Reference for the full study. In about 3 weeks from now I will be back in Rwanda to sign an MOU which officially launches the full feasibility study, and outlines other basic terms such as timeline and exclusivity for this project. As long as we continue to reach our milestones/gateways, we will have exclusive rights to this project til 2026, and then TBD if more time is required. Contingencies include pretty basic things like successful full-scale technology demonstration and safety certification, and our ability to execute on a reasonable timeline. We have received unwavering support from the Minister of Infrastructure, Minister of ICT, Minister of Environment, and the Director General of the Rwanda Utilities Regulatory Authority (RURA).
