But the approach is much more creative than just sending bottles. Rather, the craft distiller is making and shipping concentrates of bourbon and Scotch to an Indian partner, Ella Beverages, which then blends that with locally made neutral grain spirits to make what is known as "Indian-made foreign liquor." The end result is a cost-effective product that retails at a competitive price and avoids the taxes or tariffs that would otherwise be levied against a finished bottle of American whiskey. What Cleveland Whiskey is doing is a local example of something many U.S. distillers are looking into.
